I would like to propose a new definition to the world at large. "Disclosure Premium" - The difference between a government program's (or business project's) cost before an unauthorized disclosure and the same program's cost after the unauthorized disclosure. I thought of this while looking at the Drudge Report's link to this report regarding Air Force One.
